Dustin Winnon
Dustin Winnon is a retired U.S. Navy Chief Petty Officer and a native of Sterlington, Louisiana. He relocated to Jacksonville in 2013 and moved to the Town of Hilliard in April 2024 prior to retiring from the Navy after more than 20 years of distinguished service.
Throughout his military career, Mr. Winnon held leadership roles in healthcare operations, emergency management, and medical training. He directed cross-functional teams, led medical readiness initiatives aboard naval vessels, and played a key role in launching an urgent care clinic that improved care for over 28,000 beneficiaries and saved $2.4 million. He also guided health and safety efforts during the COVID-19 pandemic, ensuring mission readiness under challenging conditions.
As Emergency Management Coordinator for Littoral Combat Ship Squadron TWO, he enhanced rapid deployment capabilities during three hurricane seasons. A Certified Master Training Specialist and Postsecondary Instructor, Mr. Winnon has a passion for mentorship and professional development.
Currently, he serves as a Healthcare Operations Manager with DaVita Kidney Care and is an active member of American Legion Post 401. He is committed to preserving the small-town charm of Hilliard while supporting its responsible growth and remaining a strong advocate for veterans in the community.
