Land Use

The Town of Hilliard's Land Use Administrator, Lee Anne Wollitz, administers and enforces the provisions of the Zoning and Land Development Regulations as stated in the Hilliard Town Code.

The Land Use Administrator works closely with the Building Inspector, Fire Marshal, Code Enforcement Officer and office staff in the street and utility departments to ensure that zoning and land use rules and regulations are being properly followed within the Town's corporate limits.

Duties of Land Use Administrator consist of but are not limited to, the following:

- Providing for the processing of all applications for zoning amendments, variances, and conditional uses.

- Properly advises the Town Council and the Planning and Zoning Board on zoning matters.

- Reviews all applications for building permits including plot plans to determine whether the proposal of work is in compliance with the provisions of the Zoning and Land Development Regulations.

- Periodically canvasses the Town for zoning violations.

- Initiates the appropriate proceedings against violators of the Zoning and Land Development Regulations with the set provisions.

- Keeps comprehensive records of meetings, applications, permits, and certificates issued, complaints filed, inspections made and notices or orders issued.

Lee Anne Wollitz is available to advise and provide procedural information to the public in reference to the Town's Zoning and Land Development Regulations by appointment.

Planning & Zoning Board

The Planning & Zoning Board consist of five members, each of who reside in the Town limits, who are qualified voters and hold no office of profit under the Town's government. Members are appointed by the Town Council and serve three year terms.

The functions, powers and duties of the Planning & Zoning Board are to serve in an advisory capacity to the Town Council on all planning and zoning matters. The Board has the following duties and responsibilities:

- Review & recommend changes in the Town's Comprehensive Plan

- Coordinate planned development with adjacent municipalities as well as with Nassau County

- Review & make recommendations on petitions for changes in zoning classifications, amendments and district boundary changes

- Review & approve requests for special exceptions

- Review & approve site plans for all proposed zoning changes for multifamily, mobile home parks, mobile home subdivisions, commercial and industrial development and redevelopment and planned unit development and all special exceptions

- Hear & decide appeals where it is alleged that there is an error in any order, requirement, decision or determination made by the Land Use Administrator in the enforcement of Chapter 62 of the Hilliard Town Code - Zoning & Land Development Regulations

- Authorize upon appeal such variances from the terms of Chapter 62 of the Hilliard Town Code, which will not be contrary to the public interest when due to special conditions, a literal enforcement of the provisions of Chapter 62 will result in unnecessary and undue hardship upon the owner of the subject property or structure or the applicant for the variance

- Recommend to the Town Council the removal of the Land Use Administrator for noncompliance with or nonenforcement of the land development regulations

The Planning & Zoning Board meets on the second Tuesday of every month in the chambers at Town Hall at 7:00 p.m.
